The same family used another squirrel hole and perch a few feet west of the first one. As you can see, the owls got pretty blasé about passing carts! There are at least three BuOws in the clip: one on the perch and a couple more by a clump of grass to the right. The ground squirrels seem a bit more exercised about the passing parade.
